Citizens are welcomed and encouraged to address County Council on the subject matter of any ordinance or resolution included on the agenda or any other subject of interest. Citizens who provide the County Clerk with written notice or e-mail of their intention to address County Council at least five (5) days prior to the day of the meeting shall be given five (5) minutes to speak. Citizens who do not provide such written notice shall be given three (3) minutes to speak.
